The Role:
The Team Leidos (TL) Operations Manager is primarily responsible for planning, directing and coordinating TL support to Defence Operations and Exercises.
The position is based in MOD Abbey Wood (ABW), Bristol where the TL Ops team is embedded in the Defence Support Chain Operations & Movements (DSCOM) HQ. Some WFH opportunities are available but the primary responsibilities of influence and coordination can only be done working closely with the military personnel in DSCOM on the floor plate.
Responsibilities:
- Build and maintain close engagement and develop ‘TL influence’ opportunities with all stakeholders (from OF3 to OF5 level) responsible for the planning and delivering of the Defence Support Chain. These include:
- DSCOM as the primary tasking authority for TL.
- Permanent Joint Headquarters (PJHQ), including DACOS’ J4 and regional SO1s and 2s, and PJHQ med staff, as well as key staff within the Standing Joint Force Logistic Component (SJFLogC) and the Joint Force HQ in Northwood.
- Front Line Commands (FLCs) for major exercise and operational matters (but not Business As Usual issues), including engagement with Divisional and key brigade logistic staffs, such as with 104 Theatre Sustainment Brigade. As Fd Army will soon be running operations in Mali, this will require regular engagement with them.
- Defence Equipment & Support Delivery Teams, including engagement with the DE&S Operations Room in ABW where appropriate.
- Standing Joint Command for all UK operational planning, such as flood relief and fuel driver support.
- Home Command for all Op BRIDGE planning where TL support may be required, including engagement with 102 Logistic Brigade as the primary Op BRIDGE logistic HQ.
- TL business areas of Commodity Support Services, Storage/Distribution and Freight, and Global Logistic Services.
- Develop an understanding of TL’s role, and improve TL’s capacity to deliver, a strategic base outload (SBO) for a medium scale deployment. This involves regular engagement as part of the AGILE STANCE Campaign Plan (ASCP) with DSCOM Strat Plans, Joint Warfare staff, PJHQ J4 for the JETS series of exercises, and FLCs for their respective engagement as part of the ASCP.
- Understand Defence requirements and inform military operational & major exercise planning with TL support options, including where solutions would be supported better by using military movement solutions over TL-arranged commercial solutions to mitigate risk, for example.
- Interpret Defence planning in order to generate complementary TL plans.
- Execute TL plans in order to deliver effective support to Defence operations and major exercises, including potentially an increased appetite for rail movement within the UK and across Europe.
- Provide situational awareness and prioritised direction to TL business units in order to ensure effective operational output.
- Maintain close engagement with the Authority throughout all operations and major exercises, ensuring that TL stakeholders are made aware of any changing priorities in the outputs required of them.
- Continually monitor logistic support performance and address potential shortfalls in order to prevent or ameliorate adverse operational impact.
- Identify any process challenges/shortfalls where a review and process improvement would benefit TL, Defence, or both, as they affect TL’s support to operations and exercises.
- Ensure that the DSCOM is made aware of any risks and issues which may impact upon Support Chain effectiveness and support ‘hot planning’ to address any immediate impact.
- Escalate significant risks and issues to the TL Senior Leadership Team as appropriate.
- Provide a TL interface for DSCOM personnel to request support, engagement and issue resolution in support of Operations and Exercises.
- Line manage TL Operations Support Coordinators, including covering for their role in TL support to operations when on leave.
- Be prepared to provide out-of-hours Ops Room cover on a surge basis in support of emerging or no-notice operations.
- Be prepared to deploy, for a limited duration, to provide TL advice and support to a deployed military HQ.
Required Skills:
- A military background and experience on military operations, ideally in the context of planning logistic support to military exercises and operations, including deployments to and recoveries from operations.
- Must be able to obtain a UK Security Clearance.
- Degree level education or equivalent.
- Minimum ten years’ experience in a similar role, including management and leadership positions.
