The Chief Engineer is the single individual responsible for delivery of all engineering on the programme (i.e. all engineering deliverables) on time, to budget and to the required quality, and leadership of the engineering team. Specific responsibilities include:
Provide the primary interface between the engineering team and all others, including external customers, internal customers, and subcontractors / suppliers
Work in tandem with the Solution Architect to ensure that the solution is and remains deliverable, identifying & using re-usable processes, tools, products, patterns, etc.
Define and run the organisational structure for the technical team including role descriptions, support to hiring activities, working with engineering resource managers to ensure the right skills are provided to meet the needs
Publish & maintain the Systems Engineering Management Plan (SEMP), capturing the engineering deliverables, timescales, metrics, standards, processes and tools to be used, ensuring that this is followed by all members of the engineering team
Ensure that all customer engineering requirements are fully satisfied to the quality required
Ensure consistency of all engineering activities (e.g. architecture, design, development, integration, verification, support, assurance) across all engineering aspects (e.g. functional & non-functional)
Continuously reduce the risk of delivering the solution through planned activities (design, development, testing, etc.) and reviews (e.g. PDR / CDR) as appropriate
Plan & co-ordinate all engineering activities and resources, monitor progress thereof, and resolve issues that arise
Manage the engineering baselines and their governance activities, avoiding scope creep
Co-ordinate & review contributions from across the engineering team as input to PM functions (e.g. cost, schedule, risks & dependencies)
The Chief Engineer who is an Individual contributor who leads and/or manages
works of other technical staff that has significant impact on results / outputs. With a focus on delivery and operation, the Chief Engineer contributes to the development of solutions that influence strategic programme goals. They have thorough understanding of advanced technical principles, theories, and concepts; they recommend and collaborate in the development of new technical solutions and/or standards in support of strategy and operations. A Chief Engineer will be a natural self-starter and team motivator who will guide the technical team to deliver upon Leidos commitments. They are a leader and champion in technical delivery with the experience to back up their decisions and actions, preferably hands on at a high level. You will work with field leading subject matter experts who will provide detailed designs.
Responsible for technical planning, system hardware, software & network design, development and integration, verification and validation, and fielding. Evaluates alternatives including cost and risk, supportability and analyses for total systems. Duties include performing systems requirements analysis, functional analysis, timeline analysis, trade studies, requirements allocation and interface definition, technical management, integration, system testing, and quality assurance.
IMPACT: Influences development of solutions that impact strategic programme goals and business results. Recommends and develops new technical solutions, products, and/or standards in support of strategy and operations. Leads and manages works of other technical staff that has significant impact on project results/outputs.
COMPLEXITY: Resolves complex problems using significant application of technical knowledge, conceptualising, reasoning, and interpretation. Develops solutions that are highly innovative and achieved through research and integration of best practices.
COMMUNICATION: Requires ability to communicate with executive leadership (internally or client) regarding matters of significant importance to the organisation/project. Works to convince others to accept view/current practices and agree/accept new concepts, practices, and approaches.
KNOWLEDGE: Has in-depth understanding of technical principles, theories, concepts, and their application across range of programs. Serves as a subject matter expert within technical domain area.
TYPICAL EDUCATION & EXPERIENCE: Typically requires BS degree and 12 – 15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience.

Significant experience in delivery of complex and parallel technical deliverables for large government organisations or private corporations using a diverse engineering and technology team
Significant experience in breaking down technical deliveries into manageable and trackable parts
Strong and practical knowledge of cross functional business skills, including but not limited to; project management, cost management, risk management, estimating using formal methods, supply chain, schedule management, forecasting, resource planning
Experience in lifecycle methodologies, technical governance and technical solutions relevant to the domains
Experience of technical business analysis or systems engineering, including requirements management
Experience of large-scale integrations, service orientated architecture and key technologies
Keen technical advocate and self-learner up to date with the latest technology and innovations; encourages and inspires those around them
