Role Overview:

The Logistics Commodities & Services Transformation (LCST) programme seeks a Programme Manager with a demonstrated history of executing projects and managing change in complex, highly regulated environments, to support the Medical Support Services business, covering procurement and supply of Medical commodities, services and requirements.

Being Project and Programme Management qualified and Commercially astute, this role will be responsible for the day to day medical delivery of the Medical Support Services change portfolio. The role will interact with other P3M staff, operational managers and customer representatives (MOD) to ensure that agreed changes are delivered on time, to budget and to quality requirements.

Fostering a culture of excellence in programme execution and assurance, this role is a critical member of the Medical Support Services senior management team and the “right hand” of the business area director in delivering and assuring projects and change.

As a key member of the P3M function, this role will ensure compliance with policy requirements and serve as the fulcrum P3M and Medical Support operations. Balancing change delivery with its impact on operational effect.

The Medical Delivery Manager provides a single point of contact for Medical stakeholders across the end-to-end programme lifecycle including lessons learned and ensures requirements are delivered to Time, Cost and Quality.


  • Emerging Defence Medical Services complex requirements. Through the MSS Customer Integration team, this role will support the Concept Phase for DMS driven changes and projects.
  • Single point of contact for Medical project management and assurance.
  • Day to day management of the MSS change portfolio and ensuring coherence of Team Leidos support to that portfolio. Role will act as the chair of the MSS Project Management Meetings and ensure that integration across DP, Customer and DMS occurs.
  • Management and oversight of DMS driven changes in delivery. Ensuring that post-commissioning delivery of change remains on track to deliver to contract and end user expectation.
  • Issue Resolution. Focusing on high profile or high impact issues that require immediate resolution and mitigations.

Required Skills:

  • Strong Business/Programme Management experience
  • Full understanding of Project Management/Improvement lifecycles and tailoring these to realise operational value
  • Exceptional and interpersonal communication skills
  • Demonstrable experience across the extended programme lifecycle; proposal, mobilisation/transition, execution, service transition/support and close out
  • Proven ability to build and maintain relationships across all levels of an organisation
  • Proven ability to support and extend a culture where employees and partners are motivated to success through collaboration, commitment, and clear and open communications
  • Adept in management of risks, assumptions, dependencies and resource in a multi-programme portfolio/division

Desired Skills:

  • Advanced knowledge of operating in a public sector/central government environment
  • Degree educated, preferably with recognised Project Management qualification (APM, MSP or similar)
