We currently have a permanent vacancy for a Chief Engineer to provide technical leadership of an exciting programme that is delivering a once in a generation change to UK Air Traffic Management. The Chief Engineer will be responsible for all technical performance and will serve as the Leidos single point-of-contact for technical matters and issues. Applicants must have experience of leading large scale Systems of Systems / Service Integration programmes (£500M+) and must have, or be eligible to acquire, SC clearance.


The successful candidate will be required to own and drive the Systems Engineering, Integration & Verification, Assurance and Service Management teams through design definition, execution, integration, formal test and delivery into service phases. The successful candidate will also be responsible for the acceptance of systems and services from 20+ suppliers to support the overall delivery. To be successful in this role, we are looking for someone who can work at a strategic technical level, provide tenacious leadership and execution focus and maintain strong relationships with 100+ senior Customer stakeholders. Key behavioural skills are the ability to work collaboratively and be proactive in working towards delivery targets. The environment is complex, fast-paced and delivery focused and would suit an individual looking to continue providing technical leadership in roles that drive a world class solution into service.


THE ROLE YOU WILL PLAY

The successful candidate will have a full understanding of the principles of system engineering, be able to demonstrate past successes in leading diverse engineering teams and will have prior experience leading Systems Engineering teams for a major programme involving accepting and integrating deliveries from suppliers. Using their experience in Systems Engineering, the successful candidate will be responsible for working with customers and suppliers to execute Systems Engineering activities across the full lifecycle


Duties will include but not limited to:

  • Technical leadership of all engineering activity on a strategically important (to Leidos and our Customer) large scale programme
  • Oversight of complex requirements baselines and service design packages
  • Facilitation and leadership of all milestone technical reviews and the associated work product deliverables to the criteria defined in each milestone review
  • Technical acceptance and co-ordination of deliveries from suppliers
  • Close working and presentation to end users and senior stakeholders including executive level
  • Close liaison with programme management
  • Ensuring that all engineering teams deliver against defined and agreed budget, schedule and quality milestones for the programme and all risks are adequately managed; owning the engineering cost/schedule/technical baseline for the overall programme
  • Development and maintenance of the Systems Engineering Management Plan
  • Responsible for the delivery of all engineering work products required from the project


Required Skills:

  • Demonstrated experience in implementing all stages of the systems engineering lifecycle, at the portfolio/systems integration level (programmes of £500M+ scale)
  • Experience of architecture development across multiple, new and complex interfaces
  • The ability to communicate at all levels about high level architecture as well as the low level design layers. 
  • Excellent verbal and written communications skills with ability to interact at all levels from engineers to executives
  • An ability to understand and translate customer needs and expectations
  • Understanding of various system development methodologies
  • Ability to lead, encourage and influence cross functional and multi-location teams involving 100’s of individuals within 40+ teams
  • Ability to define new strategies and processes, driving these through to their implementation
  • Experience of working with multiple suppliers and stakeholders
  • Confidence to work independently and within a fast-paced team
  • Experience of delivering systems and solutions within the context of service orientated architectures and associated service management solutions (people, process, governance & technology)
  • Some ITIL experience (in order to understand framework and best practice and how the designs/functionality produced will be used)
  • Experience of utilising DOORS to manage requirements and Model Based Systems Engineering tools for managing user scenarios

Desired Skills:

  • Knowledge of Air Traffic Management systems or programmes desirable, however experience of equivalent domains or systems suitable
  • Experience of transitioning from legacy systems to new capabilities
  • Experience of model based system engineering methodologies and outputs
  • Experience decomposing system of systems architectures and specification of systems at multiple levels
  • Experience of specifying systems/services from user perspective and ability to produce abstract views of detailed internal service design
  • Experience in designing Cloud-based Platforms would be an advantage, including large scale system virtualisation and orchestration
