The Logistics Commodities & Services Transformation (LCST) Programme for the UK Ministry of Defence is a critical effort to enhance and improve the UK’s defence supply chain. The programme provides essential services such as storage and distribution for the MOD's materiel, including a global freight service and the procurement and inventory management of 70,000 commodity NATO Stock Number (NSNs).

What You’ll Be Doing:
As the largest provider of IT services to the U.S. Government, Leidos develops and sustains large data and technology infrastructures and integrates complex IT systems for almost every branch of the U.S. Government. Leidos currently has a number of positions supporting the United Kingdom MOD logistics programme.
Minimum Qualification/Education Level:
Minimum: A-Levels (grades A-C)
Desirable: Degree in relevant discipline
Essential: Minimum 5 years Business/Programme Management experience
Essential: Experience working in:
Defence commodity procurement;
Catering procurement business;
in either Supply Chain, Commercial or Technical functions.
Desirable: Knowledge of Defence Food Quality Standards (DFQS)
Essential: Full understanding of the LCST Business Operational Model (SCD/Financial/Regulatory)
Desirable: Advanced knowledge of MoD legacy procurement processes
Job Description:
Be the single point of competence to support Defence Food and General Supplies Customers from concept development through to delivery and lessons learned whilst ensuring requirements are delivered to time, cost and quality.
The role will coordinate with the MoD customer, Leidos functional areas and Commodity Support Services functional pillars (including those within the key sub-contractor) to ensure outputs are received as required.
This role offers Commodity Support Services (CSS) subject matter expertise in its own right. The Commodity Delivery Manager will formulate proposals, deliver Requests For Information (RFIs) and represent Leidos at required commodity forums; focused on, and measured by, the delivery of new projects and BAU including building intimacy with the users and trials entities.
Primary Responsibilities:
Suitably qualified and experienced in Defence Commodity management, Project Management and Supply Chain Management, this role will operate as the primary point of contact for:
Emerging customer complex requirements: This role will actively support the Concept Phase for changes and projects, providing expertise to the requirements management and concept development, including coordination of effort across the functional pillars.
Support to stakeholders where input is required to contract re-let: This role will support Defence to articulate its initial commodity requirements, change in those requirements and timely delivery of these in order to inform commercial liability arrangements for re-let in addition to ensuring that these re-lets occur as planned.
Single point of contact for Authority Assurance: oversight of performance data and leadership of interventions as required directly supporting the Authority assurance representatives.
Day to day management of appropriate Working Group actions and ensuring coherence of Team Leidos support to that forum.
Management and oversight of changes in delivery. Ensuring that post-commissioning delivery remains on track, consistent with contract and end user expectation.
Issue Resolution. Focussing on high-profile and/or high-impact issues that require immediate resolution and mitigations.
The outcome of this role will be:
Greater clarity on how to engage LCST delivery, to provide clear requirements and greater assurance of LCST’s ability to respond to emergent needs.
Greatly reduced “swivel chairing” of issues, RFIs and increased appropriate engagement with delivery capability with CSS and SD&F (as required).
Providing the MoD confidence of accountability through the creation of complimentary Roles and Responsibilities between CMO, Defence stakeholders and TL, increasing assurance efficiency and reducing duplication of effort.
Delivering the activity within and maintaining a single programmatic picture, encompassing BAU delivery oversight (OTD/FSA), Readiness, commissioning (including Sch 25 change), re-lets and benefit. Including clear sight of Programme milestones and dependencies.
Decreased customer complaints and customer wait time for answers to RFIs,
Increased output and productivity from existing TL/CMO resources and "concept" support for Customers.
The creation of the conditions whereby Continuous Improvement cycles can be run to identify further improvement and benefit to wider Defence.
