The Logistics Commodities & Services Transformation (LCST) Programme for the UK Ministry of Defence is a critical effort to enhance and improve the UK’s defence supply chain. The programme provides essential services such as storage and distribution for the MOD's materiel, including a global freight service and the procurement and inventory management of 70,000 commodity NATO Stock Number (NSNs).

What You’ll Be Doing :

The Logistics, Commodities and Services Transformation Programme (LCST) Joint Operations Management Officer (JOMO) is a new role established to maintain prioritised and timely momentum to the LCST operation through ensuring effective and collaborative governance and management of joint operations Risks, Assumptions, Issues, Dependencies and Opportunities (RAIDO).

The JOMO is the principal appointment overseeing the day to day workings of the Joint Operations Framework (JOF).  Working between and to the co-chairs of the Operations Management Committee (OMC), the JOMO orchestrates the activities of LCST business units to maintain and improve joint operations effect.  The appointment requires the character and influence to develop mutual respect and professional relationships to work the JOF for the right collaborative effect. 

The JOMO is supported by an Assistant JOMO, providing Secretariat support to the OMC and assisting the JOMO in delivering the key tasks detailed below.  The JOMO, Assistant JOMO and Co-Chairs of the OMC must have a shared passion and pride for successful outcomes.

Main Duties and Responsibilities: (General summary of the major activities and responsibilities. Day to day list of activities)

Responsibilities:

  • Reports to the TL Associate Director Operations.

  • Build and maintain close engagement with all JOF stakeholders including the Commissioning and Managing Organisation, Commodity Support Services, Storage/Distribution & Freight, and Global Logistic Services. 

  • Capture and distil the RAIDO across the JOF, including the subordinate Working Groups, ensuring it is visible and being effectively managed at the right level, holding the Working Groups to account for resolution and escalating issues as necessary to the OMC. 

  • Maintain a clear, shared, record of RAIDO management across the JOF, ensuring transparency to all levels of LCST governance.

  • Develop a joint operations portal to capture issues that require joint activity or a joint response as they arise and staff those issues into the right element of the JOF for subsequent management, through to timely resolution. 

  • Provide, with the Assistant JOMO, high quality Secretariat for the OMC – manage all agendas and records of decisions, and through the co-chairs, drive the activity of the OMC and escalation points to the senior boards.

  • Lead the joint crisis management process to elicit the right response at the right level by the right appointments bringing in the right stakeholders.

  • Establish the presence of a ‘business as usual’ joint operations cell – a cell that is seeing and controlling joint RAIDO to maximise operational effect and minimise disruption to the customer.

  • Line manage the Assistant JOMO.

  • Establish the JOMO and Assistant JOMO roles.

  • Generate joint operations management processes and continuously improve them.

  • Generate highly effective, collaborative working relationships across LCST.  

  • Ensure the JOF operates effectively and that RAIDO is appropriately managed.

  • Support the OMC co-chairs in driving improvements to joint operations effect.

  • Develop the JOMO role to reflect improvements to the JOF, OMC and operational effectiveness.

Experience/Skills:

  • Degree level education or similar level of experience

  • Strong Communication skills (written and verbal) with a proven ability to influence

  • Strong organisational skills

  • Experience of successful issue management within complex environments

  • Understanding of Defence Logistics Supply Chain

  • Desired - 5 years in a leadership role
